The Consultant will conduct the Internal Evaluation of the “Comprehensive and Integrated Response to the Forgotten Crisis in Mindanao” project that will allow the EU-funded Consortium’s implementing agencies and partners to reflect on the project’s overall process, achievements, lessons learned, good and ethical practices. Performance and achievements of the project and changes in the situation of the beneficiaries attributed to or contributed by the project will be also assessed.

The Safety and Security Manager will support CARE Philippines programs, to include pre and post-disaster emergency response and recovery, disaster risk reduction, climate change adaptation, and other related developmental programs in specified locations by ensuring that relevant and achievable safety and security protocols are established and maintained in order to best provide for staff safety and program continuity. This position will be based either in Manila or Mindanao (Iligan) office, as required by the situation or as requested.

The Partners for Resilience (PfR) Project Manager is responsible for managing the Partners for Resilience 2016-2020 project. The PfR Project Manager reports directly to Integrated Risk Management Director. The Partners for Resilience 2016-2020 project is being implemented in the Philippines by an alliance of five Netherlands-based humanitarian, development and environmental organizations, namely CARE Nederland, Netherlands Red Cross, Red Cross/Red Crescent Climate Center, Wetlands International and Cordaid, and their respective local implementing partners. The duration of the PfR Project is from 1 January 2016-31 December 2020.

Grants & Finance Officer - Increasing the Resilience to Natural Hazards Project
CARE Philippines is implementing “Increasing the Resilience to Natural Hazards”, a 30-month project focused on strengthening disaster preparedness and risk reduction capacities of vulnerable barangays and municipalities. Together with Assistance and Cooperation for Community Resilience and Development (ACCORD), Cordillera Disaster Response and Development Services (CorDis RDS), Leyte Center for Development, Inc (LCDE), and Agri-Aqua Development Coalition (AADC), the project will improve capacities of communities and vulnerable groups through developing early warning and disaster risk reduction mechanisms; developing resilient livelihood strategies for female headed extreme poor households, and; enhancing disaster and climate risk governance.
The project will be implemented in selected areas in the provinces of Cagayan, Mountain Province, Northern Samar, and Surigao del Sur.
The Grants and Finance Officer is responsible for the overall financial and grants management of the project. S/he will monitor and provide guidance on the sound use of fiscal resources for the project. If needed, the Grants / Finance Officer will provide capacity building to implementation partners to address potential gaps and risks areas in grants management. The Grants / Finance Officer leads in the reporting on the status of the project’s financial management to the Project Manager and Project Steering Committee.

The MEAL Officer is responsible for coordinating all monitoring, evaluation, accountability, and learning activities of the project. S/he leads the team in setting up systems and mechanisms for monitoring the project’s indicators, deliverables, and gathering community feedback. The MEAL Officer provides guidance in collecting, reporting, and analyzing monitoring data with the participation of communities. S/he leads in the reporting on the status of the project’s performance indicators to the Project Manager and Project Steering Committee.

The RILHub is looking for an experienced writer to develop and write case studies about the projects of CARE and its partners on building resilience to disasters in various communities in the country. The RILHub aims to produce case studies on Integrated Risk Management (IRM) focusing on disaster risk reduction, climate change adaptation and ecosystem management and restoration. The RILHub will share these case studies, best practices, challenges, and solutions from different communities through its website and social media platforms.
